Villain is 15/7. He has a fold to 3bet of 83% over a very large sample
I was contemplating on 2/3rdsing the turn. Thoughts?

How often has he seen you 3bet.
It may not be a good time to pull this based on game flow, depsite the fact you can 3bet ATC.
I don't think I'm cbetting here once he calls, just check it down/hope he sees what you have then tighten your 3bet range up and get paid when you are dealt the nuts.

when i 3bet light i put a note of the time so i dont accidentally over 3bet them

I'd bet the flop harder. That bet might not fold out any of his preflop range. Turn would then be a great card to barrel.

Turn card is one of the best 3 cards in the deck to double barrel.

I would continue on the turn
it would really suck if he had 88-TT on the flop and you didn't let him fold that

Preflop I'd fold because despite his fold to 3b we need a hand with better hand strength esp. considering we're unsure what we're even doing postflop.
Flop: he folds to 3bets 83% of the time so when he calls he's likely going to have a good pair and maybe AK. He's also passive so we can get to sd by checking down against AK.
Turn: Bomb it again because TT/QQ/Jx are likely folding.
