Guy was loose/aggressive. I was pretty sure I was behind when the A fell on the turn, but did I have the outs to call the check-raise?

Well your outs are 2 kings and 4 tens lets say. So thats 6*2 =12% to win.

pot is $40 and its $8 to you which is 4 to 1. So no you don't have odds.

Bet bigger on the flop because its so multiway, more like 2/3 to pot size.
If he's really laggy, what makes you so sure you're behind? What are you putting him on?
