unfortunately I have no read on this guy, and have no clue what the check on the flop means

Could be a high pocket hopefully showing weakness trying to get you to bet. If so stack him for being a donk.

Or maybe AKdd or AQdd and trying to semi bluff, also donklike with such a weak raise.

I could see AT here too...
Doubtful 99...

I'd say either flush draw semi bluff or AT.

do I re-pop him here? I figure he has AA,KK,QQ, AT here or he is just full of shit. maybe 22 or 99

I'm a little disconcerted. I think he has a T, and the only reasonable T you beat is 8T.

He could have an overpair and is testing that the theory that you don't have a T by min/raising. It would be a very wacky semi-bluff if he has like KQd.

I think I play conservative and call turn, call most river bets (~pot sized or less). I might fold QQ here.
