Has he been chasing, can he do this with A 10 or is it J 9/10 10 only? He may put you on A7 or a flush draw caught on turn, the straight would more likley value bet and look for you to raise before shoving so I would probably call.

As to your initial question I normally bet/raise my sets on the flop even though this one looks fairly innocuous. This would be a less scary call if more of your stack was in beforehand!

How has opp been playing? LAGGY?

Raise the flop. There is a chance that Ax (especially AK) will donate a chunk of stack.

The turn and river together complete draws but the completed draws don't make sense from the preflop and flop action. Really. what reasonable hand beats you here? j9 and 69 make no sense... so you've got AA and TT. Set on set is very rare.
