edit: missed off reads. Hes hugely loose passive. Ive only seen him raise once preflop in 100 hands, and he has seen 92% of flops, and 50% of showdowns. Pretty much any high card with any other card is in his range here, and im pretty sure i should have value bet

Hero raises to $0.50, 5 folds, BB calls $0.40.

Flop: ($1.05) 9, Q, 8 (2 players)
BB checks, Hero bets $0.80, BB calls $0.80.

Turn: ($2.65) T (2 players)
BB checks, Hero bets $2, BB calls $2.

River: ($6.65) 3 (2 players)
BB checks, Hero checks.

Final Pot: $6.65

bet the river, the only hand that beats you is KJ and most players even at this level don't chase 4 outters.

Yea, I don't understand why you are afraid of the one hand that can beat you. There's only 2 J's left, so its unlikely that he has exactly KJ given his line. Against his whole range of possible hands, you have to value bet this river.
My sig is too much for you to handle.
