You're selling information cheap, then making a weak fold when an obvious scare card hits. At no point do you really put the other guy to a decision nor threaten to really put anyone at the table to a difficult decision ever.

I think min-raising both streets is a worse line than just calling.

Pre-flop: Calling and making it something like $4 flat are both pretty good lines.
Flop: $9 flat would be a probe raise from me. $12 and commit to showing down would be another solid line. Yet another interesting line would be to flat call the $3 and raise any turn card.
Turn: Do the math, then after you realize how much folding sucks, consider how your play on the prior 2 streets fucked you.
