Make a smaller bet on the river so that he can call with a losing hand.
It's often a good thing to have the board pair when you have an overpair because in many cases it counterfeits one of your opponents two pair, or simply gives you a higher two pair. When I have a big pair, I actually like it when a small pair appears on the flop (e.g., Q, 2, 2) because it gives me a set of two pair which beats any any two pair formed from the community cards (providing I have an overpair), which limits my opponents outs.

I would raise more preflop, but you defintely need to raise more off the flop. With a straight draw and a flush draw out there, a $0.30 raise isn't going to get anyone away holding a OESD or flush draw, you need to protect your hand in that position.
And going along with dsaxton, a smaller river bet would be better here. Sure you have an overpair, but atleast if he comes over the top you can fold or he could call you down with the losing hand since he seems weak passive.
