His most likely holding is a flush draw considering the flat call on the flop. Sure some players take that line with two pair hands on dangerous boards. His bet on the turn looks a bit like a blocking bet so raise it up is the right play in my oppinion.
He's short as well so no way you're getting away. Well played.
