I put him in because any small raise gives him implied odds to hit a draw assuming you don't fold the river. Any big raise will not leave room for a significant bet on the river and I don't mind playing for his stack here. Calling seems dumb because you let draws get there cheaply and make nothing on the river vs. a draw after they miss.
