I didn't really have a read on him at the time, but now that I've gone through the hand history a bit I'm pretty sure he had the Ace ... and likely a decent kicker (Q). He was too tight to call a pre-flop raise with a 3. This was also the first hand where I'd seen him bet.

Any thoughts?

Chances are the did have the ace. His check on the flop likely just means he cautious that someone may have a 3, and just wanted to call it down...and by the river, he knew you didn't have a 3.

You possibly should have followed up on the turn with another 3-4 buck bet for information, and if he comes over the top, you know you're beat. That bet may have kept him from betting the river.

The other possibility is he was just bluffing on the river. Either way, you made the safe play.
