Unkown villain so no pfr/3bet/cbet stats - I used to raise in spots like this a lot on the flop - but read that calling may be better. What is my plan on the river? Call or fold? Also, is there any value in betting the ace on the turn when its checked to me?

fold, also I probs fold preflop readless because he's 3betting an UTG raise and we don't have odds for set value.

I either 4-bet pre or play for set value. As played fold. You don't beat anything that he's betting with, other than TT, which he probably wouldn't 3-bet pre with.
My sig is too much for you to handle.

I would definately fold the river, with no read you have to assume he is a tight player, and any raise after a bet from UTG has to be given respect until shown otherwise. With the call on the flop, plus the pre-flop raise, I can only really put him on QQ, KK . A9 is crazy to be re-raising, so any hand with a nine is out the question and the Ace looked like a scare card for both you and the other player, which stopped the action. AQ is unlikely due to the Sklansky concept, and AK would also have to be considered, though I doubt it with the flat call on the flop. Bluffing all-in would not work either if he has KK or QQ as he has left himself $3 approx and will be getting almost approx 5.6/1 to call, so he needs a 16.5% to win, and he can still beat JJ,TT and QQ (if he has KK.), he has enough hands to beat I think to make a +EV on the river, and we have no stats on him so we don't know if he is capable of those "classic" laydowns.

W/ no reads I'm assuming most $10NL FR 3-betters have at least QQ+... maybe AK, maybe JJ from an aggro but unlikely since u got two. That means u a dog from the gate. You can't call PF for set value 'cause it's only 8:1 vs. his stack once he raises.

You only beat AK of his likely range once the flop hits, so now you're in pure bluff land, and no biz calling his almost PSB.

Betting the A is moot, cause I think you should be long gone by the time the Turn hits.... But if you stayed in on the flop, you gotta be putting him on AK - which means the Turn A now gives him TPTK. So you is now 100% f-cked...
