He could literaly have any pair, 67s, A3o, Kto, and still call flop

You cant assume he has an 8, 22, QQ+...theres no way you can fold this, and no reason you should.

Against a shorty, I have a tendency to bet smaller. In this case, I would normally bet $4 and try to get the rest of it on the river. However, I have my doubts as to whether or not this is optimal. It's probably a leak in my game.

It's fine, by betting smaller you induce these idiots to push over you and make them think they have FE. But by putting them all in you also make it look like a bluff, so basically bet super small=>overbet>bet normal

I tend to always go for 3streets of value so I'd size my bets accordingly to the size of the pot and my opponents stack-size if I cover.

Well, betting $4 would be about 2/3 of the pot, so it's not exactly small. Anyway, my main concern in these situations is if the shorty just calls with a flush draw, then folds on the river. I think that's sort of like what limit players call 'missing a bet'.
