I wanted to keep it small with 2 guys, then scare card coming off, of course I have to bet the river.
I could've easily folded this. He had a hand that barely beet mine..But it was sure good enoguh for another 12 bucks. The worst hand preflop always wins.

I'm a 10NL player, so please rip this advice apart:
F*ck pot control for the moment, make it $9 to go on the flop, then fold to a re-raise. That should make it you and EDwhat heads-up on the turn, whereby if he checks, you can bet out, and again, fold to a push. Being multiway on the turn without anyone volunteering themselves as the aggressor is horrible territory.

I raise on the flop every time. You didn't get re-raised pre-flop so I would discard KK as a possible hand, top-pair with top-kicker is certainly worthy of a raise here. When the turn hits, I would then be very careful about the straight draw. If you raise, a decent amount, on the flop and you are called by j-10/9-10 etc. then I am pretty sure you are winning money in the long run. Even with the implied odds.
When you are checked to on the turn, I bet here with TPTK. If you are raised, throw it away.
After the flop/turn play I am probably putting this guy on Q-rag or K-rag or something similar.
After that raise on the river I fold. That would then confirm two pair in my mind.

why did you want to keep it small? you won't be happy in the longrun playing TPTK like this in multi-way pots. also, what "scare" card came off?
