Fold to the flop c/r. However, in a live game you might make this call (and fold to the turn, like you did) just to avoid drawing bluffs.

At this level, a check/raise is almost always Top Pair or better. Sometimes it's a strong draw (particulalry if the raiser can pump the pot after callers), but without a strong draw on the board it's a really easy read.
