Villain is a bad 20/10 semi-regular. I've seen him make more call-downs and uncredible bluffs.

I don't see there being too many Jx, and 6x hands in an UTG's limp/raising range. And getting almost 3.5:1, I think I'm calling him here.

the river is clearly a value bet which makes me believe he somehow has it - but his limp reraise range should be 99-jj or that was the impression i got from semi-bad players at 2/4

Have you seen him l/rr much? If so, what kind of hands has he showndown?
Looks like a pretty standard call to me, although his bet sizing makes me a little wary.

I think he limped as UTG+1 to react on the action and reraised because of just one player remaining. So i would put him after his l/rr definately on JJ and fold to his turn bet.

Our line looks a lot like QQ+/sets. As he is bad, couldn't he as well be value betting KK+ or a set?

I'm with nuts. I've seen people do this with pocket aces and other random over pairs trying to avoid putting it in on a shitty board. Either way factoring in how often your good and value you get from seeing what he shows down makes me think its +EV.
