Tight table. My cbets don't seem to be respected, which is odd.. I almost never bluff the river, but is this appropriate?

Take your stab at the turn rather than the river so you know when to check or fold the river.

When YOU are on the draw, and no other draws exist, then you have to consider he's calling with a hand he believes is BEST at the moment. This tells you he's at least slightly loose. When someone just smooth calls you this way, they usually have a hand they're not sure of. If they have a hand they're not sure of, then they called a raise with that hand. That's loose. There's a point at the end that pertains to that.

You have to remember the purpose of your action. Sometimes when you intend to appear like you're value betting, you're only pricing a loose player in to look you up.

It's all or nothing in this spot. Big risk, or no risk at all against someone so loose. Some spots are like that. The pot is worth it. Don't think about this hand specifically as much as "How often can I get a fold in this situation with x amount of a bet?" You need to get better at recognizing how much pressure is required in a situation depending on your opponent.

Personally, it would be a coinflip for me whether to check the river or bet $20, but I would never price my opponent in here if they demonstrated a propensity to smooth call with suspect holdings in the first place.
It's not what's inside that counts. Have you seen what's inside?
Internal organs. And they're getting uglier by the minute.
