Ok quite specific situation.
Villain is pretty average preflop, calling station when drawing and makes seemingly random large bluffs on late streets. On another table with him he bet 3xPot on the river with A high and was called down by a slowplayed set. Have seen him go to war with TP.
50NL EVerest
Villain is BB with $29
Hero is SB with $62
Dealt to Hero [ ]
Folded round to SB. Hero raises to $1.50, Villain calls
Pot= $3
Flop [ ]
Hero Bets $2, Villain calls At this point my hand sucks and he could have any number of draws or even one of the higher pairs
Pot = $7
Turn
[ ]
Hero checks, Villain Checks. Now I think he had a draw and I just gave him a free card. Not too upset though as my hand is weak, he calls with draws, and I didnt want to build a big pot. I Now plan on check calling a river bet if a blank comes down.
River
[ ]
Hero checks, Villain bets $10, Hero??
That bet was more than I expected to have to call. Abandon ship?

I sometimes just complete preflop because there isn't much problem swelling a pot against this type of player if we hit big, we can keep the pot small with marginal holdings and his preflop call still doesn't tell us much.
I checkfold the flop, value bet the turn if he checked behind and check call a blank river.
How long did he take before firing out his river bet? Based on previous info I call, he doesn't do this enough with a Q or pair, he knows enough to see you're weak and therefore a smaller bet on the river would worry me more.

I don't raise weak hands preflop into a calling station, I'd just complete here. Rest is fine, river is usually a fold obviously, but given your read I have no problem looking him up here.

call, check, overbet usually means fish with a big hand, but you said he overbet bluffs so based on that you can call.
