Both SB and BB were around 8/0 over 25 hands. Thought I could get some free blinds for sure. Fold PF? Fold flop?

Though the sample is small it gives an indication that he's not very loose. Suddenly after not raising anything at all for more than two orbits he will start defending his BB with crap?
That said I think we are often ahead on the flop so I might raise to avoid seeing an overcard on the turn. I think I stick in a small (but not min-) raise on the flop and shut down to more action.

bet turn against god-awful players, if hes in any way good he is likely check-raising the turn, so check behind is good.
