I think min raising the flop is fine. As the pre flop raiser, the likelihood that he is on an over pair or missed over cards (AK/AQ) is high. He is drawing slim against your set with either of these two holdings unless the over cards are suited in diamonds, which is possible but only a small fraction of his possible range. Only bet the flop harder if you think he will call you with an over pair.

The turn is another story. If he was on the flush draw, i think he would have bet this turn because his hand is disguised by his flop bet. The chances of him having a big diamond like Ad or Kd is high in this situation because he is most likely to have raised pre flop with two big cards or a big pair. You are giving him just about the right pot odds to call with flush outs alone. If he has an over pair KK or AA with the Kd or Ad, you are giving him favorable odds to call.
