Thats what I used to do mate. but I think putting it all in on TPTK is bad for your bankroll. I just dont know if a normal player leads with a set or 2pair here.

Noob warning here.
I read the lead as a made hand that's scared of a better made hand or flushes. I wouldn't be surprised to find him on JJ or KQ. He leads to price out flush draws and to make TPTK type hands raise into him on the flop so he can safely fold.
Personally I read your cold call to say that you're not scared of the flop and not worried about other people staying in the hand and getting cards to their draws. 99 could have made the turn bet, but not the flop bet imo so that doesn't tell a consistent story. I think he just reads your call differently than I do - as weakness in some way.
I very much doubt he's playing any kind of drawing hand. His flop bet is too big for that. And I doubt he'd call K9 or 97 in the big blinds as he'd be out of position post flop.
On the turn I think he's putting T8, suited hearts, suited spades, any 9 etc etc in your range and don't want you to bust his JJ.

I see no reason not to play a big pot here.
Pick a street and raise.

Raise the turn. I see this crap happening all the damn time now at 25nl. Call the pf raise and donk the flop and turn with usually nothing better than TPGK.
