Does a set play like this? Does 2-pair play like this? Do I just fold and wait for a better spot? I have no reads at this point.

I'd fold and I'm a calling station. If he's protecting a hand, then it's probably better than yours. You might catch up but do you really pay that much for potentially only couple outs. Take his money later. No reads at all?

I was in a live bar poker tourney with a hand that played identically to this. Villain min raised from MP and I called in the big blind with A3s. Flop came AT3 rainbow and he bet strong. I just pushed all-in, he called, and my two pair held up.
I think there is a good chance you are up against AT or A3, but you win here enough to call.
