Villain is unknown,but is somewhat loose and floaty.
What are your turn and river play here?

B/f turn $9-$11 or c/c and b/f river or c/c river?
Does 3bet flop makes any sense,as from what i would think,not many of his hand ranges would be able to call my 3bet.

Include reads in your posts. Don't play root one poker. Play the player, not just the face value of your cards.

If he is loose passive, I like bet, check/fold. Extracts value from weaker As and draws.
If he is tight aggresive, maybe check, check/call a small bet.
If he is a thinker, he's one step ahead of you, open fold
If you planned to "suck out" you did the first half.

so a loose, unknown player basically min-raises this flop and we shut down with c/f???? that seems rediculously nitty.
I'm generally c/c both streets. gives us some extra equity by allowing loose player to bluff a little bit with hands like AQ, or draws
