I assume its a value bet because only a flush is going to go for an AI. my stack is $18..

If you're not going to bet on the turn, why bet the river? You obviously think you are beat, so why risk more money on the river?
Now, taking a step back, hit the damned turn and see where you stand. Then go into check mode on the river if need be. He probably has a heart draw, thus the call on the flop.

at $25 NL, i'd bet the about 3/4 pot on the turn and 1/2 the pot on the river...
unless your FH hits, if the FH hits, go all in..
