Would he lay down KQ (only predictable range that he would have hit and bet) to Flop pot raise?

If he calls do you assume he has a set?

Is this the correct logic to justify the flop raise?

no this is usually a donk bet with a small pair trying to take it down and will fold to any aggression by you
