With no notes that says the villain will only do this with sets or that villain has a habit of checking hands like 77 here, I think this is pretty terrible. What kind of flop did you want to come down?
Depending on recent history, I would usually raise here to like 6.50

Well to be honest a lot of brainless nits have a range of exactly sets here so I get where you're coming from, but without notes I would at least call this street and see what he does on the turn.

I definitely wouldn't fold here, but like badgers, so many nits have a range of only sets here it's absurd. However, 13/10 isn't the nittiest of nit, and he could possibly have JJ/QQ/AK some % of the time.
So I'd call, and eval turn. Raising seems bad, as his range contains so few semi-bluffs.

the other 10% of the time I would raise 100% of the time.
Fold to c-bet is irrelevant btw. he could have 99% fold to c-bet and 85% donkbet.
He could be donkbetting because he messed up and thinks he's c-betting. If he did it on purpose and has a c/raising range it's more likely to be tpnk, 2nd pair type hands.
