SB is 34/6/1.6 over 98 hands. This is the first donk bet I've seen from him.
BB is 17/13/2.4 over 303 hands. He is a player capable of raising his strong draws. This player is being mentored by an FTR member (which added to my thinking that he is a stronger player).

Stacks:
UTG ($24.40)
UTG+1 ($29.60)
Hero (MP1) ($26.60)
MP2 ($26.70)
CO ($4.75)
BTN ($7.30)
SB ($44.75)
BB ($67.20)
Pre-flop: ($0.35, 8 players) Hero is MP1
2 folds, Hero raises to $1, MP2 calls $1, 2 folds, SB calls $0.90, BB calls $0.75
Flop: ($4, 4 players)
SB bets $0.75, BB raises to $3.75, $3.75 to Hero ($25.60)?
1) Is this flop EVER a fold?
2) What is our plan on the turn assuming a 2 and a $11 bet from villain?

That's how winners play; we convince the other guy he's making all the right moves.

well he can very easily be raising TT-QQ for value against the donk bettor so no this is never a fold. If he bets $11 on that turn then you can fold.

Call flop, stick it in on the turn.
I don't like going crazy on the flop because a flat looks like a draw, so you'll get him to protect his one pair hands on the turn and he'll be less inclined to represent scare cards.
