villain is 9/9/2 over 50 hands. Is TPTK nuts in 3 bet pot vs these opponents ? How likely is it that he raised this big with KQ or nuts flush draw like AQs or AJs?

I think he has nfd's often enough that you can shove this profitably. 50 hands isn't a large enough sample to decide based on stats. I shove and hope he folds the same hand.
