I don't think you've got any FE vs this passive of a villain showing aggression.
He did however give you nice odds to chase with that minraise so...take it & see a turn?

It really depends on the sample set you have on the villain too.
If he's got those stats over 50 hands, yeah flat and hope he keeps paying off if you hit a spade.
A lot of times that raise is a pre-blocking bet for the turn, he might actually have a smaller flush draw here.

Against this villain, since he flat called preflop and then raised the flop, I don't think you gain much from a push here. Against a lower flush draw, it just pushes him out of a spot where you can easily double up if the spade comes. Against a set or two pair you're putting it in with the worst of it. Against a bare king (which I think is the minority of the time) it's doubtful that he'll call but you're also not allowing him to make future bet-sizing mistakes like the one he has made here.
