i am actually split between the two.
A donkey bet like this is two things normally
1. A monster that wants to be reraised so it can 3bet
2. Something like JJ held by a player who sucks at post-flop poker.
It could also be missed AQ but youd expect a player to attack a flop like this.
At party id expect to see something dumb like missed AQ i guess.

At Party 50NL I like a raise here. I find these donkbets to be a sign of weakness more often than not. But call isn't bad either with no draws on the board.
