I'm getting about 3-1 to call the raise and I think his range is Axs, AK, TT. Should I dump this hand?

I'm hung up on his call on the flop. I mean, you re-raised him out of position pre-flop, he has to give you credit for a good hand.
Your c-bet on the flop should have chased him away from any draws. Not that he could feasably have any draws given that board and the pre-flop action.
If he had JJ, KK, or AA, I would expect him to raise your flop bet.
I think you're read is right. It sounds like a low-stakes fish playing with Ace/Rag.
He could be bluffing with 88 or 99 here too. If he had been at the table longer you might be able make some educated guesses on the percentage chances he is bluffing. Then weigh that against your 3 to 1 odds.
At this point I would dump it

I 3bet pre to at least $3.50. Flop bet should be at least $4.5 with $6 in the pot. Turn should be b/f for 2/3rds of the pot. He is much less likely to have an A here if you bet him out of the pot on the flop.
As played turn is a fold.
