When I was a kid we would make homemade Popsicles. They had these holders (like Ice cub trays) that you just poor fruit juice into and stick in the freezer. I'm sure you could find them at a grocery store and fill it with booze and stick it in the freezer.
It looks something like this:

alcohol doesn't freeze (although there must be a % threshold)

yeah, there's a threshold somewhere. My mom used to make this rum slushy type thing that was good, but it wouldnt quite hold up on a stick. I guess you could make it like a push up if anyone remembers them. Or put in in a little plastic tube like those freezer pops.

Frozen beer? Or do you think it freezes to slush?

Precisely.

That happened to me one time - i was trying to chill a bottle really fast, then forgot about it. normally the cap tends to pop off in these situations, but luckily it was still intact the next day. the contents were still liquid at this point, but as soon as I opened it - instafreeze! it was pretty radical.

I'm pretty sure this article is referring to our aboriginal communities. They are of course well fucked with child abuse, rape, alcoholism and petrol sniffing. These problems continue due to a strong sense of tribalism (where judges give lesser sentences to offenders because they are black and should somehow be exempt from our laws) and the 'stolen 'generations where we apparently removed black kids from their parents for racist reasons so now authorities are to scared to move in and help these kids.
