This is the first obvious answer but I dunno. This doesn't provide a real evolutionary reason towards why we're be attracted to bigger boobs instead of just boobs in general.

From memory, the leading theory in evolutionary biology is because as a primitive species, mammaries were the main way for males to distinguish the sexes. There was no fashion and no grooming; we all looked much more similar to each other than we do now. This simple distinction goes a long way in pointing mens' natural biological responses for procreation in the correct direction. As time goes on, we developed stronger relations to mammaries than were primary, and that's pretty standard.
Another adjacent theory has to do with simply just a species-specific attraction module. Evolution does everything it can to drive reproduction, and a primary process for this is in developing bodily and behavioral attributes that are seemingly senseless to aid in attraction. Anybody who has spent time learning about the mating rituals of other animals can attest to this. Usually, it's the males that develops these attributes because females are the choosers and males don't care what they bang as long as they get to bang.
The trends tend to have to do with size, volume, beauty, and movement. There's a certain breed of toad that gets the chicks because he has the largest throat and loudest croak. A certain breed of bird that gets the chicks because he's the best 'dancer' and has the most striking feathers. Makes very little rational sense, but it doesn't need to.
The same goes for human attraction except that we've evolved to the point that men are also choosers. Breasts could simply just be a way for evolution to 'senselessly' make men want women. It most definitely works.
Evolution is awesome.
The idea that it's because of mother's milk and related things is popular, but probably only partly true. This goes back to how boobs make men feel WOMAN and wanna fuck. Larger boobs don't produce more milk, iirc, but they do make it more apparent that she is woman. There really is no better way to sensibly describe why we like jumblies. They just make us think 'woman' and 'woman' makes us hot.
Also, cultural manipulations of attraction are apparent and strong, but they can never override or alter the millions of years of human genetic fortifying.
A pseudo-theory I've developed has to do with the relation of tits and the rest of the body. Typically, fat chicks have the biggest knockers, but we tend to not like them as much as thin chicks with boobs. Our species did, however, pretty much only during a time of semi-starvation and poverty. This was because only the wealthy could afford to eat. Nourishment has tons to do with how evolution drives us. For the most part, we seek the well-fed because they are more capable of bearing healthy young, but we definitely do not like over-fed.
Breasts are an excellent way of expressing nourishment. Sickly and hormonally deficient women do not have large breasts. Large breasts can indicate health, however fat women can indicate the opposite. Put large breasts on a thin woman and you have a very healthy looking human. Not always the case, but reality works based on statistics, as we all know.
Another theory I have has to do with we like thin women partly because they are the least likely to be pregnant. This makes perfect sense for why men tend to prefer thin over fat. On the flip side, another theory is that we like anal partly because it makes us feel pretty much the same as vaginal yet without the 'risk' of pregnancy. Evolution does its best to make us wanna impregnate women, but as horny men, we also combat this since we can bang more when women are not pregnant. Grizzlies are known to kill a mother's young simply so she'll let him bang her again.

Reason for this is simple and intuitive too: the male has the least time investment in making offspring.. if a woman chooses a partner to get pregnant with, she's stuck with her choice until she gives birth.

It does make rational sense (to me, heh), it just isn't obvious. Basically a specimen (male) wants to somehow display his genetic purity. With each generation of reproduction genetic code is copied, and there will be errors (or bad recombinations, etc), so there needs to be an outward way to show that your genetic code (which can't be readily inspected directly) is very good. The way this plays out in practice is that the specimen will show he's good at something that isn't essential to his survival.
Kinda like a male peacock sporting a huge and shiny, uncomfortable tail. His life would definately be easier if he didn't have to lodge this thing around when looking for food, avoiding predators, etc.. but by doing this he is telegraphing the message that his genetic code must be pretty pure to not only grow such a complex structure, but also be perfectly fine in keeping it up through his lifetime.
This is probably why the human species got so smart so (relatively) fast. It just panned out to a sort of 'look I can grow such a complex structure as a brain I must have kickass genes'.. so the brain became like the peacock's feathers.

The male will only kill the young if they aren't his. Would be a very bad genetic trait if you always go around killing your own offspring.
As to the OP.. I don't think it's so much big boobs that attract men (this may vary across cultures), if I recall correctly it is more in general that certain curves do. That's why a coca cola bottle is shaped like a female body to attract us.

breasts (and breast size) are largely a result of the ratio of the hormones estrogen to testosterone that are present in the body.(I think, although it has been a long time since i took behavioural endocrinology so the details are a little fuzzy). The more estrogen per testosterone, the larger the breasts. They are obviously a measure of health to some extent, but more importantly they are a measure of sexual maturity.
Prepubescent girls do not have breasts and cannot produce children. Women who have reached sexual maturity and have breasts can, usually.
