i would be livid if my child had limbs bound by a teacher. i would be the angriest parent the school would see all year, and possibly somebody would get their ass beaten
in this particular scenario, making an example of the black girls makes it even worse. how dumb does somebody have to be to think that putting a child in a position of abject, innate inferiority to be a good thing?

I think the race aspect kind of trivializes what happened. The teacher was clearly in the wrong and it has nothing to do with black/white.
Important details are likely omitted or missing altogether; e.g. did the teacher ask for volunteers or call on people? The latter seems more likely judging from the reaction.

I agree that the teacher was in the wrong and that part, aside from being rather boring by itself, doesn't have to do with race. What I'm more interested in is would there have been a complaint if both the teachers and the kids were of the same race? If it was a black teacher in this example, or if it was a white teacher with white kids?
In my opinion the scenario most likely to produce complaints (and a news story) would be a white male teacher with black female students. But what if it was a Guatemalan male teacher and two Guatemalan male students? It seems like the difference in race and sex creates more tension which explodes into more attention. (On a side note, maybe age could affect this to a lesser extent as well.)
The general reaction to this story reminds me of when that middle-aged white male teacher got in trouble for saying "nigga". It was terrible when he said it, but I wonder what attention (if any) it would have gotten if the teacher was younger and/or black.

Well in this case it's not so much race as how racial dynamics fuel media attention, but it's really just a subset of how the media is attracted to reporting bad things anyway. The typical evening news program goes something like murder, rape, robbery, boy scout leaders can't be gay, murder, escaped convict, recession, and now a channel 4 special: is Barack Obama really black? And so on.
