I used to have poker tracker, lost the hard drive with pt maybe a year ago, so do I have to re download and ask support for a new code?

You get to install it on 2 computers when you buy it so just refer them to your previous purchase and tell them you have a new computer and they should send you a new code.

Just email support and tell them what happened and they just send you a code. I've had to do it 3-4 times.
