ok so I've now officially been accepted to my two first choices for college, PSU and UM. I'm majoring in Finance. Here are some of the pros and cons I have thought of:
In-State tuition for Penn State: 12k
Tuition for U of Miami : 31k - 11k scholarship = 20k
PSU is cheaper + cheaper area so ballin' will be easier.
Miami supposedly has a lot of spoiled rich kids, and is an expensive area.
Miami is in Miami. Warm weather, big city, beaches, etc...
PSU is in the middle of Pennsylvania. Cold winters but nice campus and good dairy products~
I think PSU's Business school is ranked higher than Miami's.
Miami is more diverse (hot latinas) + more international students.
PSU is 84% white, 72% from Pennsylvania.
PSU has larger alumni network, better Football team.
PSU has 6,500 freshman, Miami has 2,200. (I don't know if this is pro or con.)
I'm sure there are many other differences, but these are the ones I can think of. Anyone have any input? Any experience with either school?

I think Spoiled rich kid factor is important. To me atleast. I hate those motherfuckers.
Honestly, I can't help you out here, everyone looks for different things. For location I'd probley rather be in Miami, but costs are more important to me so Id go with Penn State.

Honestly, check out the campuses. I have a lot of friend who go to Penn State and love it and a couple who transfered out becuase it was too big. I've been to Miami once on a road trip to watch VT bust em up and its a beautiful place but can't really say much otherwise.

I don't know about liquor laws, but Miami is supposed to have hotter girls, and Penn State as more freshman....

I just cannot see the PSU girls being that awesome. If i had a chance to go to U of Miami I'd probably take it. The women have to be smokin hot and I love Latin girls.

My father (A penn state alumni) likes to remind me that Playboy did a list of the 10 top drinking schools and had a little note at the bottom that said "Penn State was not considered for this list becuase they drink so much alcohol per capita that they should be considered professionals and this is a purely ametuer poll." I dunno any truth behind that, but Penn State is certainly a big drinking school.

I don't see why it's a factor at all, to be honest. I went to a college that probably has more spoiled rich kids than any other school, but I managed to avoid those assholes and hang out with people I really liked. In high school, being surrounded by a lot of jerks can suck, but college is so big that you barely even notice them.
I don't know much about either of the two schools you mentioned, but I would decide where to go just based on the quality of the educational opportunities, and based on the college being in a part of the country you could stand to live in. And cost, too, if it's an issue of course. Deciding which college to go to based on the party scene is dumb IMO because every single decent-sized school in the country at least has enough of a party scene that you can go to any number of good parties on any given weekend and easily have access to as much alcohol as you want. If one school has a few more parties than another one, who cares, you won't be going to all of them anyway. Also, check out the campuses for sure.

Big factor:
Most of your partying will be downtown at the clubs or in very small groups at someones house. Their parents will probably be home. Those big 'college style' parties do not exist down here -- the cops are real big on party busting after some newsworthy cases and the neighbors have always been quick to call if anyone disturbs their precious beauty sleep.
Any and all partying will take place at the clubs on south beach. Its where the girls are. All of them. And its expensive as fuck. If youre not into the club scene and dancing, you will not enjoy UM.
