I currently have a pretty sweet hosting setup, but the guy that owns all the boxes is pretty busy and doesn't really care that I'm getting alot of spam or have problems with this or that. It's free hosting so I can't complain.

I'd like to find a host that will host a domain and provide web and email (with g00t spam blocking) for a reasonable monthly fee. Bandwidth requirements are pretty low.

Any suggestions?

I have used Total Choice Hosting for almost 4 years now without any problems. I have 2 sites with them. Good prices and very reliable.
Some days even my lucky rocket ship underpants won't help.
