This is a source I found while researching for a 7 page paper that I have to write this weekend. If I'm going to write a huge paper, it might as well be interesting.

"This photo is from around 1926 or 1927, a time when many parts of China were ruled by warlords. Most of these warlords were Legalists in terms of the way they governed. Problems with striking workers at the local factory? Cut their heads off and display them at the factory gate as well as at the train station (to enlighten the replacement workers arriving by train). Problems with people exceeding the 15 mile per hour speed limit at a certain intersection? Placing the heads of offenders in baskets and hanging the baskets around the speed limit sign should have an effect on behavior!"

What was your first clue? Perhaps that the English translation is above the Chinese?

Well, can you explain why in China during the late 1920's, a very closed nation, would have signs primarily displayed in a non-native language?

Oh, so you really think that is a fake picture?
So what would be the point in faking a picture taken in china in the late 1920's? I wouldn't spend the hours learning photoshop and then faking a picture like this so that I could play the hilarious practical joke of tricking the ftr board members into thinking that there were human right violations taking place in other countries in the past. Plus, its from a reliable source: http://www.east-asian-history.net/textbooks/index.htm
Also, look at pictures taken in all sorts of "closed" countries in the past and in the present. You will see american words, letters, and numbers in countries such as china, yemen, and most other places you can think of.
