I'm just starting out (6800 hands played online) - my win rate is .10 sb/hand. Is this considered good? Average?
I'm currently much better in tourneys (.16 sb/hand) than ring (-0.08), but I haven't played as much ring so the sample size is very small.

I have never heard of win-rate expressed in terms of "sb/hand".
The standard is to express win-rate in terms of "BB/100 hands".
So, your .1 sb/hand would be equal to about 10 BB/100 hands (assuming BB = 4 x sb) (also assuming that BB means big bets).
This is an excellent win-rate, regardless of the game you are playing.
As a side note, this statistic is meaningless for tournament play.

If 10 BB / 100 hands is an excellent win rate what would a good or average win rate be for the same stakes?

2bbs means you are a very marginal winner, specifically in NL games.
5bbs means you are pretty much killing the game, although in small stakes games you should expect to run much better than this.
10bbs is slaughtering it and all but the best players cant run this good over a large sample.
