I've tried searching FTR for this topic but no luck. When should a player drop down a level (e.g. from .25NL to .10NL?).

I'd say the only time to ever move down is when you are no longer comfortable with your bankroll for your current level.
Wikipedia is the best thing ever. Anyone in the world can write anything they want about any subject. So you know you are getting the best possible information.

$400-$500 somewhere. You don't want to be playing with much less than 20 buy-ins, not such an issue at 25nl but I would feel very uncomfortable with $400 at $25 to an extnet that it would effect my play.

you must not have looked very hard cause this question comes up a lot. it just completely depends on how much you are willing to risk.

if you wait till $400 to drop down, you will have to grind out 10nl for a longer time, than if you drop down at $500, obv.
