It's some assessment of how the other guy plays, but I can't figure it out, nor can I find any other references to it.

22/1 means His VP$IP is 22% and his preflop raise is 1%.
VP$IP = Voluntarily Put Money in Pot (Shown as a percentage)
If you have Pokertracker you can get a HUD program that will display this information for you right under villians name while you are playing... very helpful when multitabling.

Poker Tracker stats: 22/1 = 22 VP$IP (voluntarily put $ in pot)/1 PFR (preflop raise %). 22 isn't out of line but a PFR of 1 is very low, so if he's raising preflop he probably has big hand. Small sample sizes make these numbers less than reliable but as you get more hands on a player the more representative they become.

Sometimes there is another number aswell. e.g. 20/10/1.5
Here, the last number is called the aggression factor (AF). As aggression factor increases, you are more likely to see bets rather than calls. I think 1-3 is fairly typical. Anything above 6 is pretty much a maniac and anything below 1 is very passive.
