$25 6 max on tilt, I'm about 80 hands deep at this table. Both villains are about 30/10, BB has a 60% raise cbet, 40% call cbet.

Full Tilt No-Limit Hold'em, $0.25 BB (5 handed) - Full-Tilt Converter Tool from FlopTurnRiver.com

saw flop

SB ($13.41)
BB ($21.05)
UTG ($28.64)
MP ($25)
Hero (CO) ($50.12)

Preflop: Hero is CO with J, A
2 folds, Hero raises to $1, SB calls $0.90, BB calls $0.75

Flop: ($3) J, 8, 3 (3 players)
SB checks, BB checks, Hero bets $2.50, SB calls $2.50, BB raises to $13, Hero ?

I'm assuming call is out of the question, so is this a shove or fold?

given that villain raises a cbet more than half the time and it's short-handed I'm shoving here...

he can't possibly be NEVER folding a cbet, and if he is, then there would be no question

Even after 5 hands though, I think it's somewhat significant that he has yet to fold to a raiser on the flop.

As for the hand, I shove and expect sets, TPGK, flush and straight draws to be calling me. You have pretty good equity against these two IMO...
