Villain is running 70/50 with 30% 3b, and overbets almost every time he bets/raises. I take a passive line because I don't want to stack off 400bb's with top pair good kicker because it would dent my br and leave me tilting for awhile. If I were to bet and get raised anywhere postflop I feel that my options are to fold or play for stacks against this villain.

b/c really fast. Stacks villain is 70/50 with 30% 3b? You really don't think he's gonna overbet the turn w/ something retarded then bluff raise the river some decent frequency?

70/30 over how many hands? Does he always min3bet?
Meh.. If the stats are reliable, then yeah I'd prob be up for a bet/call, as it just makes so little sense for him to play any value hand this way, when he's often overbetting. However, I guess I assume OP didn't have a load of hands on him, as he didn't mention the number of hands.

Over 85 hands or something but he hadn't been playing many pots lately, and I've never seen him min 3 bet. He usually makes it like 10x when he 3bets w/Ax
