The word suck-out is generally applied when a person wins with a hand that had less equity than their opponents.
However, there are times where neither player does anything wrong but rather both players make the correct play (like your opponent going all-in with a made hand and you calling with the flush draw and the proper pot odds) and the player who was behind makes their hand.

No it's not. Because your call is expected to make money in the long run due to your pot equity, and the pot odds you are being given.

you should agree with whoever called it a suck out, continue to count his money, and expect more in the future.

I doubt there is an official explanation, but I don't think the odds you were getting has anything to do with whether it was a suckout or not.
For instance if you make a big semibluff c/r with a gutshot, get 10 to one when villain shoves and call. Then of course it's still a suckout if you hit.

Not a good mindset. He sucked out, she sucked out, they all sucked out on me. Just another day in the life of a poker god... always making right decisions, always getting the shaft.
No one really cares who sucked out. It's not a big deal. Here's a tip, just focus on making good decisions, and other shit that you control. Do not worry about the random cards that come off the top the deck, or whether or not the decisions of a hand make you look good or not.
Get sucked out on is like hitting a red light. It's inevitible, irrelevant, and getting upset over that kind of shit is ridiculous.
But sure, I'll validate you. Yes, you made the right decision. No, the opponent who berrated you for that call doesn't know shit. Happy now?
Put your ego aside and start worrying about making money.

I've always thought that the term suck-out implied that someone sucked.
So by my way of thinking, someone had to have misplayed their hand, and since the play of a hand is a subjective thing, you find that the more experienced the player, the less they use the term suck-out.

I've always considered suck out is when a strong hand gets beat by a weaker hand. But at the odds that you're stating, I would not consider that a suck out.
