2nd hand at table so no reads.
Preflop is standard, when he checks it to me I cbet to take it down right there. I'm not sure if I should have 2 barreled the turn once the board paired, at 2NL at not sure its that profitable.
The river is at least a call getting over 5 to 1, should I shove here?

Based on his actions, I can't put him on a set or two pair with 10's on the flop so chances are your hand is good. About 90% of the time your hand is good unless he is the King of Slow-Play.

I'd just call the river minraise
there is a chance he has:
88 (pair + gutter on the flop)
TT (he feels like he has to slowplay)
some slowplay on the flop
you have to ask "which hands pay me off?"
you're shoving into a split most of the time
he has to have exactly Tx or 76
but which Tx hands could he have here? you only beat AT and KT and T7s

I didn't include splits like JT
also, if he's sitting there with T7 he might just call river without raising so his check/raise says that he has the nuts
if he were to lead river for pot, shoving would be better than it is now, but still may not even be EV+, but just break-even

Thanks golfguy and iopq, I really need to start thinking my value betting through more, here I just didn't think about what could he really pay me off with, not thinking enough.
Also 2NL river c/minraises from what I've seen usually are the nuts.

if the board didn't pair it would have been fine
but his two pairs now made a boat or got counterfeitted so now he's not raising Q9 (since even AQ beats it now) and he's got you beat with QT/T9
