ur question is much to broad

stealing deals with
ur image
ur stack size
the opponents stack size
the size of the blinds
the payout strcture
your cards

all of ur questions can be answered by taking into consideratino one of the above factors

there is no formula
its not like
the moon is in the fifth cycle tonight, so on my 3rd table, I will raise 3 hands in row if my first card dealt is an Ace of spades, but if its a Q of hearts I will steal 4 times in arow and fold the 3rd time if the reraise is for 1250 chips.

Now I am no Expert by any means. But in my experiance if your a loose player, you may not get the steal, if your a tight player, they will at least think twice before doing anything.
All of the above mentioned do factor in but I feel image more so then anything. If your in a MTT and you just sit down and no one knows you or your sytle. ( you do try and remember people right?) I have note pad open to jot down Notes. If a person does something I find questionable I take note of what happened. See who is likly to call a steal.

IMO
Position ( Relative to Stack Sizes )
your image in that position

ALSO...
If it is near the Bubble you will see alot of blinds do it, JUST TO STAY IN!. I don't agree with it because I have seen it shot down so many times. You limper who is a few k under everyone else going all in SB ( Everyone as done it) These are 100% Judgement calls. I feel it is in the same category as Bluffing. Gut instinct tells you when to do it.

My opinion, I may be wrong but, that is how I see it as of now.
If I am wrong in any way, please someone feel free to rip me a new one.
