I don't understand why we bet flop if we're checking turn

Not all bluffs need to be multi-street.

If Hero's bluffing, why call the turn bet?

I thought villain would call a flop bet with worse than tens. I didn't think he'd call the turn with worse, but he can bet worse. I thought he would jam river if he had TP or better cos he's got like 14ish left. He bet 10 seems a really odd size.
