You're in the BB with two cards, LP limps, rest fold. How often do you raise preflop in this spot/how often do check, fire at a blank flop as a pure bluff OOP?

I agree that sometimes you should get a little frisky here, but some of that is targeting specific players, establishing uncertainty + doubt in opponents when you do have a hand here and getting back a little value.
On the flip side, don't spew into an idiot who's calling down any Ace or any piece and don't get caught OOP in a juicy pot with a lukewarm hand.
