This seems like a contradiction unless he is saying: "If you are bluffing lower the amount of c-bets you make"

No? Can somebody clarify.

Like he said, don't c-bet bluff.. just wait until you make a hand or have a lot of equity. That way you exploit their tendency to attempt to exploit a high c-bet percentage.
