UTG Villain is 60/1/1
Extremely loose preflop and does not take aggressive lines unless he has a hand. He has a fold to Cbet% of 35 too, so it's not like he folds a lot either...

SB is an aggro monkey who plays 50% of his hands and refuses to give up on many flops...

Have you seen UTG c/r at all before? If so what type of flops has he been doing it on and what types of hands has he shown down. If he hasn't c/r before you are probably best laying this down and waiting for a better spot. Since you said he won't show aggression without a hand its hard to see him doing this with a draw, if he was drawing he'd probably check/call to see the turn since he is a loose passive type.

No, villain definitely isn't bluffing and he definitely doesn't have a draw
I remember UTG raising a hand when he had trips once against the guy in SB who called with TP

It sucks that we have to fold QQ on a 9 high board, but it has to be done here IMO. There isn't anything he evidently would raise into us here that we have beat.
