Villain is 34/9 over 28 hands and limp calls a bunch preflop.

I raised the flop to get value from draws and lesser over pairs, but didn't actually decide prior to doing this whetehr it was actually good idea to stack off.

I then decided he could do this with all his flush draws for sure and possibly some terribly played 99 TT JJ. It's probably a fold though because smalls pairs that have sets here are very much in his range aswell as some stright combos and even the draws I'm ahead of, I don't have great equity vs.

Can we just raise/fold this flop since this guy looks passive and unlikely to ship draws too often?

I think you're right in that his stats and tendencies suggest someone who isn't doing this with draws. Maybe not often, maybe not ever. Definitely might do it with 99-JJ IF he limp/called preflop. With 9 PFR I would expect him to raise that subrange UTG. More a question of 66-88 that are more likely to have limp-called and which may go all-in putting you on a draw (your image?) 66 kind of stands out and illustrates your point - if you are ahead he might have very good equity against you.

I don't mind a fold.

Does anyone prefer flatting his flop donk? I still think it's a clear raise/fold now I look at it.

I think you're correct about the raise/fold line. I think that flatting the flop might just lead you into an even worse spot.

i like raise/folding because a lot of the pairs he limped in that we beat will continue and we also charge whatever flush draws he may have. that said, i fold to the bet/3bet line. i'm thinking 33-66, given that this guy is probably pretty passive and doesn't play flush draws this aggro. even though 66 is obviously in worse shape than an overcard and a flush draw (against your stack-off range), i think he is more likely to treat it as a "made" hand because its an "overpair" and a straight draw, whereas flush draws are just naked flush draws.
